Public money moves further into digital infrastructure

In a 5 November speech, ECB Executive Board member Piero Cipollone linked three strands of the Eurosystem's digital-money work. The digital euro pilot is planned for the second half of 2027 with 36 payment service providers selected, while the ECB is targeting readiness for a possible first issuance in 2029 if legislation is completed. For wholesale markets, Pontes already connects distributed-ledger platforms to TARGET Services so tokenised assets can settle in central bank money. The ECB said Pontes recently settled a €1 billion benchmark-bond transaction issued on distributed-ledger technology by the European Stability Mechanism. Appia is intended to develop architecture, standards and governance for a broader tokenised-finance ecosystem, with a blueprint targeted for 2028. These are policy and infrastructure milestones, not a new retail payment method available today.

What it means for merchants

Euro-area merchants and payment providers should treat the roadmap as an integration-planning signal: follow pilot specifications, acceptance rules and intermediary obligations, but avoid budgeting for live digital-euro acceptance until legislation and production timelines are confirmed.
