What the consultation covers

The FSB says authorities should modernise without weakening resilience or internationally agreed standards. Its proposed principles address effectiveness, efficiency, risk focus, coherence and forward-looking supervision, while allowing implementation to reflect each jurisdiction’s laws and market structure. Feedback is due by January 8, 2027, with a final report planned for the first half of 2027.

Implementation lessons

A companion G20 monitoring report finds that national legal frameworks, market structures and political capacity are the main causes of uneven implementation. It also says the way international policies are developed and presented can create practical difficulties. The FSB therefore points to targeted changes in policy design as one route to better adoption, while preserving the resilience objectives behind existing reforms.

Editorial analysis

What it means for merchants

Payments and commerce firms should map where supervisory requirements overlap, document emerging-technology risks and keep evidence that controls adapt with products. The consultation is also an opportunity for regulated firms and trade bodies to flag conflicting or hard-to-implement requirements.
