From consultation to final guidance

The Financial Stability Board published its final AI adoption report on 15 October after a consultation launched in June. Its 12 practices address institution-wide governance and the management of AI risks from development through deployment. The FSB encourages boards and senior management to use them when refining existing controls.

Operational controls receive attention

The practices cover responsibilities, documentation, data governance, explainability, performance evaluation and human oversight. They also address cyber risks and dependencies on external AI providers. The FSB describes the report as a toolkit that institutions can adapt to their circumstances and risk profile. Publication should not be confused with a new, directly applicable rule imposed on every merchant.

Editorial analysis

What it means for merchants

Merchants using AI for fraud screening or onboarding should ask vendors how decisions are monitored, challenged and escalated to a person. Retain evidence of model changes and error handling, especially where automated decisions affect customer access or payment acceptance.
