A federal framework takes shape

The OCC said the rule establishes requirements for permitted payment stablecoin issuers and a path for certain foreign issuers to operate in the United States. It also addresses how entities may conduct payment-stablecoin custody activities under the GENIUS Act. The rule becomes effective January 18, 2027, giving issuers, banks and their partners a defined date for implementation planning.

Applications and financial-crime rules follow separately

The agency said it will announce when it begins accepting applications from issuers and waiver requests for foreign issuers. Separate rulemaking will address Bank Secrecy Act, anti-money-laundering and sanctions obligations under the Act. That sequencing matters: the final rule is a major structural step, but it does not remove the need to assess the forthcoming compliance detail or an issuer's actual authorisation status.

Editorial analysis

What it means for merchants

Merchants considering stablecoin acceptance should map every provider in the flow—issuer, custodian, wallet and processor—then require evidence of the permissions and controls applicable after January 18, 2027. Avoid treating the new rule as blanket approval for every dollar-token product.
