Two reporting cycles are proposed

The information collection includes a confidential weekly report for each payment stablecoin and a quarterly report covering an issuer’s condition and income. The OCC said it revised the forms after feedback on its June proposal and to conform them to the final GENIUS Act rule issued the same day. The agency is requesting comments within 30 days of Federal Register publication.

Implementation depends on OMB approval

Subject to approval by the Office of Management and Budget, the first weekly report date would be January 25, 2027, and the first quarterly report date March 31, 2027. The OCC says the data should support supervision, rule compliance and transparency about issuers’ financial condition. This bulletin defines reporting infrastructure; it does not itself authorize a token or guarantee an issuer’s reserves, liquidity or redemption performance.

Editorial analysis

What it means for merchants

Merchants assessing stablecoin settlement should ask providers which regulatory reports apply to the issuer and whether relevant reserve, issuance and financial-condition data will be available for diligence. Build contractual escalation and redemption procedures instead of treating regulatory reporting as a substitute for counterparty controls.
